The U.S. Postal Service processes more than 158 billion mail pieces each year. Of those, about 6.8 billion pieces (4.3 percent) are determined to be 'Undeliverable as Addressed' (UAA)— mail the Postal Service could not deliver to the address on the mailpiece. People moving (40 million Americans move each year) and incorrect or illegible addresses are key causes of UAA mail.
To maximize the potential of your recruitment direct mail campaign, we use mail processing software that ensures each address on our mailing list is valid and correct and compares them to change-of-address records so that we can reroute the appropriate mail pieces before they leave our facility. Every list is processed immediately prior to mailing. However, there will always be a few addresses that will still be UAA due to an addressee's failure to notify a licensing board of their new address and/or failure to file a Change of Address form with the USPS.

CASS™ (Coding Accuracy Support System)
Prior to production, every mailing list is processed using a CASS certification address validation service. This service standardizes your mailing list, updates outdated addresses and verifies that addresses are valid and complete. CASS processing does not validate the person or business that is at the address, but it does validate whether mail can be delivered to an address. Because unprocessed mailing lists can contain 15% or more undeliverable addresses, CASS processing improves your ROI by dramatically reducing the number of mail pieces that are produced but not delivered.
NCOA Processing
Precinct uses licensed NCOALink® data from the United States Postal Service® (USPS®) to ensure that your mailing list is updated with change-of-address request information. Our service includes refreshing every mailing list based on 18 months of Move Update information and USPS Return Codes and 48 months of permanent change-of-address records filed with the USPS.
Deceased Person Suppression
Using a database of deceased individuals compiled from Social Security records and other sources, we eliminate deceased individuals from every mailing list to prevent disturbing members of the deceased’s household with unwanted mail.
Duplicate Record Elimination
Precinct identifies and deletes duplicate records each time a mailing list is processed.
Mail Presort
Once the mail list is finalized, we use a software solution to sort your the addresses into various ZIP code orders and create a unique barcode for each printed piece. Once the mail is printed, we sort and tray the mail per USPS requirements and present it to a USPS Business Mail Entry Unit.
